Work experience: He started to work as a methodologist, director of the Ethnocultural Center of the Nenets Autonomous District, head of the administration of the Gydan village Council of the Tazovsky District of the Yamalo-Nenets Autonomous District; director of the municipal institution 'Management of Municipal Property'. He was the deputy head for the construction of agricultural facilities of the municipal unitary enterprise 'Capital Construction Management' of the Tazovsky district of the Yamalo-Nenets Autonomous Okrug. Later he worked as the chairman of the Agricultural Production Cooperative 'Tazovsky'. He was elected as a deputy of the Tazovsky District Duma of the Yamalo-Nenets Autonomous Okrug, and served as Deputy Chairman of the district Duma.

He was elected to the State Duma of the Federal Assembly of the Russian Federation of the sixth and seventh convocations. Until September 2020, he served as Deputy Chairman of the State Duma Committee on Ethnic Affairs, which ensures the implementation of state national policy at the legislative level, including the problems of Indigenous small-numbered Peoples of the Russian Federation, and also headed the Subcommittee on Legislative Support for the Protection of the rights of Indigenous small-numbered Peoples of the North, Siberia and the Far East of the Russian Federation of the State Duma Committee on Ethnic Affairs. On September 25, 2020, he was appointed as a member of the Senator of the Russian Federation - a representative from the Legislative Assembly of the Yamalo-Nenets Autonomous District.

He is a member of the Federation Council Committee on Federal Structure, Regional Policy, Local Self-Government and Northern Affairs. In March 2013, he was elected as a President of the All-Russian Public Organization 'Association of Indigenous Peoples of the North, Siberia and the Far East of the Russian Federation' (RAIPON) and in March 2017, he was reelected again.

Currently he is a member of the Presidential Council for Interethnic Relations, a member of the Working Group on Drafting Proposals for Amendments to the Constitution of the Russian Federation, a member of the Presidium of the State Commission for Arctic Development, a member of the Council for the Arctic and Antarctic under the Federation Council, and the First Deputy Chairman of the Council of the Assembly of Peoples of Russia.
